Background:
The Human Services Department was established in 1986 as a result of SB1. By statute, the ten counties in New Hampshire were required to reimburse the State of New Hampshire for certain court ordered services provided to juveniles and their families; a portion of Medicaid costs for nursing home residents; a portion of state grants for disabled adults and elderly. Other reimbursement categories were added in 1999 which covered a wide range of ancillary services provided to the adult and elderly populations ( medical, dental, metal health, transportation, pharmacy to name a few) in addition to another category of service, Home and Community Based Care or HCBC. HCBC recipients qualify for nursing home care but, choose to remain in their home community and receive services.
In the legislative session of 2008, the statute was modified so that the counties became responsible for 50% of Medicaid nursing home rates and Home and Community Based Care (HCBC), up to a cap established by the legislature.
Currently, the Human Services Department has the second largest budget in the county, at $7,297,123 for fiscal year 2012. This represents roughly 20% of the overall county budget. Approximately $7.17 million dollars (98.3%) of this budget is paid directly to the State of New Hampshire to meet the county's statutory requirements. Monthly itemized bills are the basis for payments to Health & Human Services.
In addition to Medicaid reimbursements, this department administers the Social Services Grant process. This includes the distribution of applications, notification to agencies of budgetary decisions, monitoring of quarterly reports by agencies and distribution of payments.
The County Human Services Department coordinates with the Molar Express Dental Clinic to provide mobile community dental services at the county facility. Currently, Molar Express holds clinics in the Grafton County Administration Building on a monthly basis whenever they are not booked with school-based clinics.
In the Fall of 2011, Grafton County will begin a collaborative project with Goodwill Industries of Northern New England to offer their Workforce Program. Grafton County will have computers available to the community for job searching , career advancement searching and on-line job application completion.
